If there is an Orb of Dreams in play, and I cast Grimoire Thief, does his ability trigger when he comes into play?  Likewise, would my City of Brass deal 1 damage to me when it comes into play?

No to either, when there is an effect that modifies the way something enters the battlefield, it enters under that modified state so in this case both cards enter play tapped, they do not become tapped
