Could you use Melira, Sylvok Outcast to remove the counters on Etched Monstrosity?

No, because it comes into play with them, they're not placed on him. Use vampire hexmage.

Completely disagree, Melira would totally work. Think about it, the wording for persist also contains the phrase "this permanent enters the battlefield with a -1/-1 counter on it", and yet we know that Melira prevents that from happening. I'm not sure on the specific ruling that supports this, but it has something to do with the counters being placed as a "replacement effect", and Melira preventing that effect.

As i understand it; cards lose all counters when they change zones. (With the exception of that one card that keeps them when it changes zones because it says so on the card.) So anything that gets counters from an ability or persist or whatever would get them after the card enters play and that would be prevented by Merlina. I don't believe she would REMOVE existing counters only stop new ones from being put on.
