Normally I'm not a big fan of "on top of your library" cards, but you have to admit, putting a card back means that you've undone their last draw and stagnated their game.

Which brings me to Lapse of Certainty.  A counter spell that can reverse time on your opponent's turn.  By itself this card isn't very controlling or impressive, but someone has to have a combo to cast it, pull it back in their hand and be able to cast it again. 

Now you may wonder why I'm wasting my time, but lets put it like this.  Unless the person has some sort of fast draw or is patient enough to cast twice they know that if they do cast that a card is going back on top of their library which means they aren't going to get anything new in their hand.

Add some regular counters, creature removal and control creature cards and if this card can be repetative it could be a real pain!  It can also take your opponent off guard by tapping out yoru blue and still being counter prepared! 

Any thoughts?

Its not bad, just not as good as a regular counterspell. I think it really shines in a mill deck. Mix in the new Jace or Jace's erasure. I'm not a big fan of giving some one a second chance to screw me. That's what this card does. Besides, putting it in the graveyard with a regular counterspell allows you exirpate/surgical extraction it. Counter spell + Exirpate means you spent 2 cards to get rid of up to 4. Your at least an even swap 90% of the time. Plus you get to see ur opponents hand and examine their deck. Both much more useful. With Lapse, its 2 cards (Lapse + counterspell) to get rid of one. Yes you stall a turn, but if its burn or the final piece to a lock combo that might not matter to much.

It is really just memory lapse but white and worse:

One of the best counters for burn decks, as it tends to land deprive them.

It will delay you opponent's key cards... well it is better at delaying than remand... If it wasn't for the card draw of remand, it would be one of the worst counterspell of all...

Personally I love this card,  it found a place in my standard deck when shards was in and still hangs out in alot of my decks containing white.  Its a white counter which alone makes it good but it also costs your opponent a draw giving you a card advantage

Remand on the other hand, I hate.  The only positive in that card is the draw ability and I don't even think it's that big because the draw ability should only be there just to get a better card, so why bother putting it in the deck. 

The reason I say this is like anyone who has ever played blue bouncing you know that if you Boomerang it back into its owner's hand that if they have the mana, they just cast it again.  So the only reason I'm using it is because I'm ready for you when you cast it again.  e.g.: Counterspell.  If the counter itself was the Boomerang, it makes no sense! 

Remand, goes in my collection with Rust.

still the best way would be something like:

Arcane Laboratory
Eternal Witness
Splinter Twin
Lapse of Certainty

But you can do that with:
Memory Lapse
Isochron Scepter
Arcane Laboratory

So it might not be practical...
