In commander, if you were to make stuff cost like...
1 less, for example,
would that apply to the additional cost to play a commander when its been cast once before...?

the forumla used when determining what to pay for a spell is. mana/alternate cost plus additional minus reducers.
So if you have savra in your command zone and emerald medallion the follow forumala will be used to cast her if it was the 2nd time coming out of the zone.
2BG (mana cost) plus 2 (additional cost) minus 1 (from emerald) equal 3BG is what needs to be payed to play her.
If it was the 3nd time bringing her out it would be as follows
2BG + 4 - 1 = 5BG would be the payment
does that clarify it?

well,
what if its only coloured cost in the commander's cost,
would the colourless additional cost for casting it a second time be reduced if you reduced the cost of stuff somehow?

It doesn't matter if it colored or not, the formula is still the same. Take rhys the reddemed mana cost is hybrid g/w. When he dies it costs an additional 2 to cast him for each time
So the first time you need to recsst him the formila will be
G/w plus 2 minus 1 (cost reducer) so his cost to recast after he dies will be 1g/w
