Now shadowmoor was one of the sets I never learned about, so who is it the Painter's servant is a servant of?  Just curious.

Reaper King i think but don't know for sure.

Probably the reaper king,

Maybe Oona?, as im pretty sure that oona created the plane (or at least split it into shadowmoor and lorwyn instead of 1 plane)

The kithkin created the scarecrows to do miminal tasks, they gained a semblence of life after the aurora.  So the servent can still be doing the tasks it was created to do or serving the reaper king,

though check out the flavor

Tideshaper Mystic

and compare to the flavor of

Painter's Servant

 

Another possibility is it is serving Olka
