Fact of the matter is she is only useful againest infect, which makes her a house in draft, a sidecard in standard construct, situational in casual, and nothing in extended or legacy

RULES QUESTION!
If you put Phyresis on an opponent's creature while you have Melira out, does it have infect, or not?

I don't think so. I think Melira's ability may be constant, meaning even if you gained infect, you would just lose it again. It's a possibility that I may be wrong, but I'm pretty sure that's how it works.

As long as she's on the Battlefield under your control all your opponents' creatures lose infect. I think it's a state-based effect.

i think that makes the ability not work because putting the -1/-1 counter on it is payed as a COST, not a "put a -1/-1 counter on it, then untap it" ability

@shakii-morbid is correct the cost can't be played so it doesn't untap.

Good question Hungry.  The cards for New Phyrexia are still subject to interpertation since the new rules and FAQ have not come out yet for the cards in this set. 

However based on the current rules your opponents creature will have infect. 

Reason being is because removing and adding abilitys is applied in layer 6.  and since you have something giving an ability and another removing they are applied in timestamp order.  With Melira already out when you play the phyresis its effect will override Melira's giving the creature infect.

What's the relationship between Phyrexian Unlife and paying {WP} costs for example. The text on the card only says that damage is dealt in terms of poison counters. Does this mean that you can essentially pay the new costs without virtually any backlash other than enchantment hate? Because if so, then that could mean for a pretty powerful souleater deck

Paying life is life lose not damage so no poison counters. However you can only pay life that you have. Ie. If you are at 0 life you can't pay life anymore, even if the enchantment let's go negative life.
