I mainly play casual, so what do you guys think about my mill deck?

Very nice. Here are my suggestions:

Instead of Drowned Catacombs, I'd go with Terramorphic Expanse. With Hedron Crab out, you mill for six plus get a land you need.

Propaganda is a nice touch but I would sideboard it for creature-heavy decks. With a deck like this, you're probably going to be milling every creature they want to play.

I would throw in some kind of defensive creatures such as Fog Bank or any other kind of creature that can stay alive and/or keep the creature(s) tapped for the next turn like Wall of Frost.

I'm not too sure about Jace, either. It just seems like he would take too long to actually get any use out of his special ability... especially when you have cards like Glimpse the Unthinkable.

Also think about adding Tome Scour or Memory Sluice as well.
