I had an idea for a combo, but I am not sure if it will work. Basiclly it is the same as Infinite Turns And Mill by SgtSquirrel, but instead of timewalk I use Notorious Throng. The thing is, can you play it's prowl ability with the impression?

You might be able to, but only if you deal damage with a Rogue. Even then, I'm not sure.

I'm not sure, and by no means a judge, but I don't believe so for a couple reasons.
a. Panoptic Mirror can only play the imprinted card during your upkeep, so you couldn't play the prowl cost having not had a combat step yet.
b. Panoptic Mirror says you can play it without playing it's mana cost, this means you don't get to pay the prowl cost; and seeing how the prowl cost being paid is what gives you the extra turn, 'no soup for you'
If you want to imprint something (not a hugely expensive P9 card) to do this, why not try Seedtime on Isochron Scepter, then just use Illusion or Prismatic Lace to change the color of the spell being played.
You could also throw Time Warp on Panoptic Mirror for infinite turns. Gamble with Stitch in Time on Panoptic Mirror.
Or you could imprint Final Fortune on Isochron Scepter, with either a Platinum Angel in play, or dropping another Isochron Scepter with Angel's Grace on it.
