It adds one counter or it doubles counters?

i would assume doubles as it says "add a counter that is already there." So something that comes into play with 3 +1/+1 counters on it would get 1 additional +1/+1 because they are separate counters. If 1 counter was a +3/+3 then you can add another +3/+3.

Adds a counter. Doubling would be overpowered.
