1. Could a Two-Headed Dragon block another Two-Headed Dragon?

1. Could a creature with Reach block Treetop Scout?

No to both questions. A Two-Headed Dragon and another creature could block one Two-Headed Dragon and one additional creature, but 2 creatures is 2 creatures not 1 that can block more than one.
