wouldnt silence and I.scepter be lockdown??

It's a little soft, but yes.
Clearly there's many many holes in the database. I'd fill them, but I'm too lazy. You should post them!

Not entirely; the active player (whose ever turn it is) get priority right after their drawstep (meaning they can play anything they want to from their hand before you get a chance to do any spell-work.

If memory serves anyway.

true but you can activate the scepter during the upkeep step so your opponent is limited to only instants or flash

Total Lock down would be 2 I. Scepters a Silence and a Counterspell.
