Decomposition enchanted on a creature you control and you paying enough life to gain you 20 life and making your life more than 20... which trigger first, the sanguine blood, which will give you the win or Transcendence which will give your opponent the win?

They are both triggered effects. You gain life, transcendence and sanguine both trigger. If you put sanguine on the bottom of the stack you lose, if you put it on top you win.

Then what would be the appropriate question for that?

Step 1: you pay 20 life.
Step 2: you gain 40 life and your opponent loses 20 life.
Step 3: you both lose.
Step 4: tie game

Not positive about this though. . .

yah, you both would lose.  the lifegain would trigger, and as a statebased action, you having more than 19 life, you would lose, and so would opponent for having 0

Psyche is correct for the exact reason he gave.

when you play the life the trigger for life gain from transcendecne goes on the stack. this has to resolve before any other triggers.

after it resolves two more triggers occur sanguine because you gained life, and transcedence 2nd trigger because you are over 20 life, ( this is a trigger defined by the word "when" so it uses the stack, so its not an SBE).  Since you arre the controller of both triggers that are occuring at the same time you can put them one the stack as you want. and as psyche said above the way you stack these triggers will determine who dies first
