Are fizzled spells considered countered spells?
What i'm trying to ask is, Does it trigger the "Lullmage Mentor" ability?

The spells are countered, but it won't trigger the Mentor.
'Whenever a spell or ability you control counters a spell, you may put a 1/1 blue Merfolk creature token onto the battlefield. '
The game rules are countering the spell, not an ability you control.
