If I have Dream Halls and Blind Seer in play, can I use Seer's ability to prevent my opponent from casting spells with Dream Halls in play????? For example, if he discards a green card to cast a green spell, can I change the color of that spell so that he can't play it or what?????

afraid not, seer only affects spells or permanents, which means by the time seers ability can affect affect anything it has already been played or on the field
