"donate" the equipped bombshell to opp: no one wins

5/1/2006: This ability is a state trigger. Once it triggers, it won't trigger again while the ability is on the stack. If the triggered ability leaves the stack and the creature is still on the battlefield under the control of a player other than its owner, the ability will immediately trigger again.

How does donating this creature cause the game to end in a draw? As far as I can tell, they just get a creature they can't use. Bombshell can't be sacrificed which overrides it's sacrifice effect. But it doesn't hinder any other actions or effects.

The reason is in the rule he quoted. Since it can be sacked it stays on the field, under the opponents control. This causes it to trigger again, which again resolved doing nothing, only to trigger again since its still under opponents control and so on
The game can only progress to the next phase if the stack is clear. Under this setup the stack will never clear, because as soon as it does there is another trigger. The game has to end since it can't progress past your opponents upkeep step

doesn't the next line of rulings text say that this won't work?

Bronze Bombshell deals 7 damage only if it was sacrificed as a result of its ability. If it leaves the battlefield or changes controllers before the ability resolves, it can't be sacrificed and won't deal damage.

no, the next line covers things like:
- I activate Homeward Path 2nd ability as Response to the BS trigger
- I cast unsummon on the BS as Response to the BS trigger

Both result in that on Resolution of BS triggered ability the BS is either no longer on he battlefield or under opps control. Both means: you cannot sacrifice BS according to the BS triggered ability.
