One issue, and its one I was fiddling around with on MTGO yesterday, Sway shuffles everything into its owner's library, THEN the draw happens. Notion Thief is almost impossible to have out for this.

You could Faceless Butcher the Notion Thief. Notion Thief would be removed from the game when you cast Sway of the Stars and could not be shuffled into your library. When you shuffle the Butcher into your library, it would cause the Thief to enter the field after the shuffle.

Faceless Butcher uses a trigger to return it, which can't stack until Sway is done.

The only option I have figured out is Banisher Priest, but that has to exile a creature an opponent controls. It does, however, return the exiled creature immediately, rather than when an ability triggers.

If you Butcher the Thief, the Thief no longer meets any of the requirements for the cards you shuffle into your library. It is not a permanent you control while it is exiled.

The butcher's trigger to return it to the battlefield, however, cannot go onto the stack until the Sway of the Stars is done. So if you use Faceless Butcher to exile it, it won't be back on the field until AFTER it was relevant.

No, O-Ring would be the same as Faceless Butcher. The reason being that there's 2 different effects that's going on here. 1 - When Faceless Butcher enters the battlefield exile whatever, then 2 - when Faceless Butcher leaves the battlefield, return whatever to the battlefield. The problem is that the second effect won't happen until after Sway of the Stars fully finishes resolving. The reason Banisher Priest works is that it's only 1 effect - exile whatever until Banisher Priest leaves - which happens as soon as she leaves.

As per Gatherer rulings:

7/1/2013: Banisher Priest’s ability causes a zone change with a duration, a new style of ability that’s somewhat reminiscent of older cards like Oblivion Ring. However, unlike Oblivion Ring, cards like Banisher Priest have a single ability that creates two one-shot effects: one that exiles the creature when the ability resolves, and another that returns the exiled card to the battlefield immediately after Banisher Priest leaves the battlefield.

7/1/2013: The exiled card returns to the battlefield immediately after Banisher Priest leaves the battlefield. Nothing happens between the two events, including state-based actions. The two creatures aren’t on the battlefield at the same time. For example, if the returning creature is a Clone, it can’t enter the battlefield as a copy of Banisher Priest.

Suspension Field in Khans of Tarkir can work, but you have to bring the Notion Thief's toughness up to at least 3 to use it. That isn't hard with white, at least, but mana intensive and makes the combo much heavier:
Castle or other +0/+2 to all your creatures effect.
Notion Thief
Suspension Field, exiling the 3/3 Notion Thief.
Cast Sway of the Stars (getting the NT back mid-Sway and drawing 14 cards thanks to it).

Would the champion ability work as well? Ex. Changeling Titan, Berserker or Hero

They still use a trigger to return the creature.
