Needs a creature to enchant, but those are a dime a dozen and which one is irrelevant.

Bounce Flickering Ward in and out of play triggering Skybind to exile all of your opponent's non-enchantment permanents during your turn.

Then, at your end step once all their return triggers have stacked, Sundial the turn out to erase those triggers and have those cards gone permanently.

Meanest part of Skybind is it can aim at lands. So you can shut them out almost entirely, depending on what enchantments they may have.

Surely they would just return on opponents end step? Or am I missing something?

The trick is that the delayed triggered abilities have triggered at the beginning of your end step. So they are put on the stack and are no longer delayed triggered abilities. They cannot trigger again since the trigger condition "NEXT end step" cannot apply anymore. Then you activate the Sundial which clears the stack.
