Island is holding the place for Arbiter of the Ideal, whereas Forest is in place for Kiora's Follower. In order for this to work, all must be in play. Equip the Bracers to one of the Followers, use the Drum to tap down Arbiter, tap the equipped Follower to untap your Arbiter, using the other Follower to untap your equiped Follower, and repeat the process for the Drum, Arbiter, and your unequipped Follower. Not only will you be able to play your deck, but you'll also gain infinite mana of any color to do anything else you might have up your sleeve.
